I believe separating the extended from the general season stands to free up more tags, thus creating more opportunity for more people. This would be my first choice of the listed changes. I also think this would be a 'feel good' change among rifle hunters as many already perceive bow hunters as having 'too much' opportunity. It just may ingratiate a few for the next proposal, whatever it may be.
Changing rifle tag allotments seems like an arduous task and in my opinion, taking away from them would exacerbate the above stated perception. I don't think it would be a wise choice of how to spend time and energy. Just not a good political move.
What about splitting the general season as well? Allocate 20% to the first season, 20% to the second season and 60% to a "both season" tag and don't allow for leftover tags to be purchased. I see hunters drawing a "combo" 2 out of 3 seasons or better and we could still give out an exponentially higher amount of tags, so no one misses out.
Just a few thoughts.
